Perpetuated by Derek Loughran and his Girlfriend Jacquie Wigle:

This web page was created on 5/21/10 to provide clarification of the 5/12/10 events involving Jeff "Gus" Ensminger that occurred after he provided assistance to two single mothers who were regularly bullied by their neighbor Derek Loughran and his girlfriend Jacquie Wigle.

After Ensminger helped the victims of the two bullies, the bullies then harassed Ensminger's family and filed a false police report against Ensminger that was quickly determined by the Volusia County Sheriff's Office to be unfounded.

These are the facts, as I know them to be:

For far too long, a neighbor of mine, - June, a single woman/homeowner in her late fifties - has been harassed by a thug-like man, Derek Loughran, mid-thirties, who rents the home across the street from her.

June lives across the street from Loughran, and another of Loughran's bullying victims lives next door to him.  Loughran's girlfriend Wigle lives one street over, across from me and my family.

Loughran is a known hate crime racist who has an extensive history with the Volusia County Corrections system - a history that includes stalking, battery, possession, probation, jail time, and DUI.  Neither Ensminger or Loughran's other bullying victims mentioned here have any criminal history.

Loughran's bullying has mostly consisted of standing at his victim's property line or nearby in the street, while loudly yelling vulgar obscenities at the victim and her daughter, as they enter or exit their home.  The yelling is often accompanied by animated hand and arm gestures, and pacing back and forth like a thug while staring at the victim with an evil eye.  Sometimes the bullying is Loughran relentlessly pounding on the front door for many minutes non-stop, and yelling through the door, until someone finally opens the door.

The yelling of obscenities has been an almost weekly event that has caused the victimized lady and her daughter to have many sleepless nights and to even fear going outside of their home.

June, and her daughter woke up one Saturday morning to a horrible smell that drew them out front, where they saw a thick yellowy ooze slowly cascading down the face of their home, as a result of roughly three dozen eggs that were thrown at the victim's home.  That same morning her TV and Internet cable had been cut, leaving her without for three days, until the service provider could repair what they later determined to be a tampered cable outside the home.  While neither of these two incidents have been directly linked to Loughran or Wigle, they occurred the day after June had called the Volusia County Sheriff's Office to report Loughran and Wigle's bullying.

June, who works six days a week, in early May required a police escort home after the thug Loughran drove her to tears by running from his driveway towards her backing vehicle, in an apparent attempt to prevent her from backing out of her driveway completely. She finally was able to maneuver away and drive straight to Wal-Mart, where she phoned the Sheriff's Office.  She was fearful of returning to her home.

The racist thug and his girlfriend even placed many large bright signs up and down their victim's street saying "June hates Blacks," trying to incite a race riot between the woman and her black neighbors.

June is a friend of mine who reached out to me about Loughran's bullying, and is living on limited income, so I installed a video surveillance system at her home.  Since the unemployed thug Loughran and his unemployed girlfriend Jacquie Wigle saw me helping the victim of their bullying, they have now targeted me and my family.

The woman, Jacquie Wigle, whose thug boyfriend later filed a false police report against me, entered my front yard on 5/12/2010, as I went out to adjust a sprinkler. She waited until after my wife left (she waved at my wife as my wife was exiting the driveway).

Jacquie Wigle said she wanted to talk about the issues that June and Loughran were having, to which I immediately told her I do not have time for or interest in the drama, details, or stress - that everyone should just behave like adults and move forward by leaving each other alone. But Wigle insisted on going into a very detailed he-said, she-said history that went back to cats scratching on neighbors' doors three years ago.

Several times I again told Wigle that I do not have time or interest for the drama or details, that I was too busy for it.

Wigle continued with her rant, so I promptly removed myself from the stressful situation by calmly walking to my back yard and closing the gate behind me, leaving Wigle still standing in my front yard, ranting like an immature schoolgirl about who I should or shouldn't be friends with. My other neighbors were outside in their driveway and witnessed the confrontation in my front yard, which latest no more than five minutes.  At no time and in no way did I make or imply any threats or even mention guns or any other weapons.  I stayed calm and peacefully removed myself from my own front yard to get away from the ranting woman.

That should have been the end of it, but an hour or so later, a deputy came to my home, responding to a 911 call made by Wigle's boyfriend Derek Loughran,  falsely alleging that I was holed up in my home with a gun and threatened to shoot Wigle.  Loughran, who was not witness to the incident, portrayed me to the 911 dispatch as having a gun and being "well, not like a terrorist, per se, but one of those guys who is anti-government" (911 call).

The responding deputy quickly determined Derek Loughran's complaint to be "unfounded," and no charges were filed nor was anyone arrested.

Later that evening, Wigle's boyfriend Loughran anonymously called 911 on Wigle's behalf to falsely report that the 56-year-old June had assaulted the twenty-something Jacquie, allegedly causing her to fall and require ten stitches in her knee.   In that 911 call, Loughran erroneously gave 911 my address.  Imagine my surprise and frustration when a full crew EVAC med team,  with stretcher and police, were ringing my door bell asking if I needed an ambulance.  After I told the medics that I did not need an ambulance, one of them said they must have been given the wrong address, and they proceeded across the street, to the home of Wigle.

The Sheriff's deputy quickly closed that case, and no charges were filed nor was anyone arrested.

Per responding deputies' recommendations, myself and both of the other bullying victims sought restraining orders from the Volusia Courts.  But apparently there are no laws against Loughran's brand of continued harassment - for all three restraining order petitions were quickly denied - denied for not having enough allegations of violence, said Judge Rouse.  To obtain restraining orders against the thugs, things must first get violent.

Earlier this year, in a 911 call made by Loughran in which he claims that girlfriend Wigle "beat the sh*t out of me," the violence and drinking that goes on in Derek Loughran/Jacquie Wigle's home is described by Loughran's minor son to the 911 dispatcher.  Loughran's young son told the 911 dispatch that the drunk, violent Jacquie Wigle went home with her son after punching Derek Loughran in the face (audio here).

Note that one of the Volusia County Sheriff's Office reports below is of Loughran recently fighting with deputy Roberts of the Volusia County Sheriff's Office.  In that report, note the reference by Loughran's father to Xanax and drinking.

Today dead-beat dad Derek Loughran, recently arrested for not paying his child support, was released from jail and returned to his home.

September 11 will be a day to celebrate this year, without a doubt.

Just three days after a fearful and pregnant Jacquie Wigle called 911 for Deputy assistance in retrieving her belongings from her violent boyfriend Derek Loughran, Wigle then allowed Loughran to move into her Deltona home.  Just one month later, it comes as no surprise that the two have been involved in three violent episodes, all documented by Volusia County Sheriff's Office.  In one episode a living room window was shattered by bodily impact, and in another episode Loughran claims to have nearly lost his life at the hands of Wigle.  But in the most recent incident, Loughran - reportedly Wigle's baby-daddy - was charged with battering a pregnant woman while knowing she was pregnant. 

Both Wigle and Loughran have county-documented histories of violence (details follow this article).  In most or all of the documented incidents of violence, the minor children of both offenders have been present, and in at least one case it was the young child who had to convey to 911 operators how Wigle was in a drunken rage tearing up the place, smashing things, and beating up his dad Loughran.

Florida's Department of Children and Families has not returned voice mails concerning the safety of the dependant children.  Similarly, Wigle's former husband - Mr. Bannon - seemed disinterested concerning the safety of his young son, when contacted by neighbors.

Jacquie Wigle is again at odds with the city over her water service.  Less than two months ago, Ms. Wigle made local news after suffering a self-inflicted extended water outage that was due to non-payment and compounded by feces having been smeared all over her water meter box.

In that feces incident, the city terminated water service to Wigle's home after nonpayment of an $85 water bill.  After Wigle was subsequently caught for her unauthorized use of the city's water and for tampering with the city's equipment, the City of Deltona removed the water meter entirely, to which retaliation was made by smearing feces all over the inside of the water meter box and pipes.   After 29-year-old Wigle then paid the delinquent water bill and additional reconnect fees, the city refused to resume water service to Wigle's home until after she cleaned the feces from her water meter box.

During the process of cleaning the feces from Wigle's water meter box - without having any running water to do so - the water pipe that feeds water to Wigle's home was broken, delaying even further the resumption of water service to her home, and possibly allowing fecal matter to enter Wigle's home water system - a situation described by city officials as a "nasty health hazard."  In all, Wigle's water service was denied for nine days.  Wigle, divorced and now reportedly two-months' pregnant, has two minor children living at her home with her and Loughran.

Fast forward to September 28, when the city had to again shut off the water service to Wigle's home, again for non-payment.  This time Wigle's delinquent water bill was $133, an amount characterized by city officials as a high bill.  The reason for the high water bill was presumably due to a party, hosted at Wigle's home in August, that included a huge portable swimming pool/slip-n-slide, similar to the one pictured here, which nearly eclipsed all of Wigle's front yard and home:

Wigle disputed the August water bill, calling the city a monopoly, and asked the city to waive some of the fees.  Just seven minutes after the city refused to waive any of the water charges for Ms. Wigle, Wigle's longtime boyfriend Derek Loughran - who recently moved in with Wigle - contacted the city asking if he could transfer his water account from his previous rental address to Wigle's home.  The city requires a copy of a lease to do so, which Loughran did not have, so Loughran's transfer request was denied.

Later that day, Loughran then visited city hall, where he asked to speak with a manager.  Loughran again asked that some of the water charges be waived, to which the city again refused, mentioning the feces incident of August.  According to official city reports, Loughran and Wigle then began talking about Wigle's leg being so injured from the city's water meter box that Wigle 'could barely walk.'

However, despite Wigle's claims of being barely able to walk, neighbors claim to have witnessed on that day and the following day, Wigle walking to her son's bus stop after school  (neither Wigle or boyfriend Loughran have a driver's license, meaning Wigle must walk to meet her child at the bus stop).  Wigle's bus stop is several blocks away from her home.  Furthermore, Wigle was reportedly witnessed by neighbors, two days after her alleged leg injury, climbing a ladder several times to hang Halloween lights along her rooftop.  Two days after that Wigle was captured on video working a garage sale and sweeping, with no apparent difficulty in walking:

Even more bizarre is several months earlier, 29-year-old Wigle claimed she suffered a leg injury from a 56-year-old woman chasing her, but that claim was quickly closed by the responding deputy.

On 9/28, Jacquie Wigle reported to the city that she "could barely walk" due to a leg injury allegedly sustained from the city's water meter box, but video of Wigle seems to contradict her claims:

UPDATED:  Just three days after Wigle used 911 to retrieve items from her boyfriend, Loughran was accused of assault and battery inside of Wigle's home, with another man being the victim (audio and police report below).  Just one week after Wigle used 911 to retrieve items from Loughran, she allowed Loughran to move into her home.

Jacquie Wigle recently had her PC brought to her home by deputies, who retrieved it from her boyfriend's home one street over.  During her call to the Volusia County Sheriff's Office, Wigle accused a dispatch of screaming and yelling at her, but review of the call audio (below) reveals Wigle's claim for what it is:  a lie.

Wigle and her boyfriend Derek Loughran have been spending many hours and evenings together over the several days following the day that deputies repossessed her computer for her from Loughran.

In fact, in what might seem as bizarre behavior, just three days after Wigle had deputies retrieve her belongings from Loughran's home, Loughran was involved in an assault and battery incident inside Wigle's home, as he was engaged in a physical altercation with another man whom was living in Wigle's home.  That altercation resulted in Wigle's living room window being shattered by one of the men's backs.
