Complaints have been received by the City accusing the web site deltonafacts.org of unauthorized use of the City Seal.  The City Seal appears as a large logo on the first page of what some are calling a fraudulent Police Department feasibility study - an unofficial report that was authored by Michael and provided through Mr. Kiepert's web site.

City Attorney George Trovato and Acting City Manager Faith Miller both agree the use of the City Seal was unauthorized.

The City Attorney has since sent a formal letter to Mr. Kiepert instructing him to discontinue his unauthorized use of the City Seal.
